Concept

ตัวอาคารต้องการสร้างความโดดเด่นเป็นที่สังเกตุ ตัวอาคารจึงวางอยู่บนเนินดินที่ยกสูงขึ้นจากพื้นที่หลัก โดยหันทิศอาคารให้ถูกทิศทางแดดลมของประเทศไทยเพื่อการประหยัดพลังงานและสามารถมองเห็นได้ง่ายจากถนนใหญ่  นอกจากนี้ตัวอาคารยังต้องการสร้างความเป็น landmark  ให้โครงการ โดยใช้โครงสร้างที่ยื่นยาวเป็นพิเศษ (cantilever)ถึง 7.50 เมตร โดยด้านล่างของอาคารจัดเป็นพื้นที่อเนกประสงค์และด้านบนเป็นสำนักงานขายและห้อง fitness  ด้านในอาคารส่วนโครงสร้างต้องการสร้างโดยimage ของ ธรรมชาติโดยการหุ้มแผ่นหินรูปทรงธรรมชาติรอบโครงสร้าง เพื่อสร้างความพิเศษให้กับ space ภายในและสามารถมองเห็นได้จากภายนอก

Nan Research & Development for 6 Water Cities at ASA expo 2012

Nan province

Nan province is located in the mountain region of the northern Thailand. Geographically, the province is oriented along the north-south axis. Nan’s almost important water resource is the river that bears with the same name with the province, Maenam Nan (Nan River). This river is separated Nan into 2 sections, the east and west branch. Flowing southward, the river was blocked by Sirikit dam before merging with Maenam Ping (Ping River) at Nakhon Sawan province. Together these two rovers combine and turn into the great Chao Phraya River.

Apart from the roads, which connected the city to the other adjacent areas, Nan can also be accessed via air transportation from Nan’s own airport. Nan has no railway connection because the province is situated on Thai –Laos border outside the northern railway transportation route.

Rich in history, art, and architectural heritages, Nan has become one of the main tourist destinations among both Thais and foreigners. The province annually host traditional Thai long boat racing and Buddha relics worship ceremony, which are known as the most attractive cultural activities in the northern region of Thailand.

จังหวัดน่าน

จังหวัดน่าน ตั้งอยู่ในภาคเหนือตอนบนของประเทศไทย มีสภาพภูมิประเทศส่วนใหญ่เป็นภูเขาซึ่งวางตัวในแนวเหนือ-ใต้ แหล่งน้ำที่สำคัญของจังหวัดคือแม่น้ำน่าน ซึ่งมีต้นกำเนิดทางตอนเหนือของจังหวัด แล้วไหลลงไปยังเขื่อนสิริกิติ์ในจังหวัดอุตรดิตถ์ และบรรจบกับแม่น้ำปิงที่จังหวัดนครสวรรค์เป็นแม่น้ำเจ้าพระยา

เนื่องด้วยภูมิศาสตร์ของจังหวัดน่านมีพื้นที่ติดต่อกับจังหวัดอื่นๆ ไม่มาก และเป็นจังหวัดชายแดนติดกับประเทศลาว ดังนั้นการเดินทางมาจังหวัดน่านจึงมีเส้นทางที่จำกัด ไม่มีทางรถไฟ แต่ก็มีท่าอากาศยานน่าน รวมทั้งมีถนนสายหลักที่ตัดผ่านตลอดความยาวตั้งแต่เหนือลงมาและมีสภาพผิวถนนที่ดี สามารถใช้งานได้ตลอดปี

Nan City

Nan, as we have known today, was founded around 13 century A. D. The city had been relocated several times prior to be settled at the present locale in 1368 A. D. (1911 B.E.). Nan city was found around the same time as all new northern Thai kingdoms in the province Chiangmai, Prae, and the like. The city surrounded by walls at four sides with Nan River on the east. The archaeological excavations around the city also revealed significant evidences of pre-historic settlements scattered around the mountain hills and plains.

At present, all areas inside Nan city wall have been registered as Thailand’s cultural heritage preservation zone leaving the uptown as a commercial zone. The city’s riverfronts are one of the most important areas for Nan’s people. Various activities take place in the area ranging from daily recreation to boat racing festival.

ตัวเมืองน่าน

ตัวเมืองน่านเป็นเมืองเก่าแก่ เป็นนครรัฐของกลุ่มชนชาวไทยที่รวมตัวกันก่อตั้งขึ้นบริเวณที่ราบลุ่มแม่น้ำน่าน ในหุบเขาภาคเหนือทางตะวันออก ตั้งแต่กลางพุทธศตวรรษที่ 18  มีการย้ายเมืองไปมาหลายครั้ง  ในปีพ.ศ. 2397 ได้ย้ายมายังที่ตั้งของเมืองน่านในปัจจุบัน โดยตัวเมืองหันด้านตะวันออกสู่แม่น้ำน่าน และมีกำแพงโดยรอบ ซึ่งปัจจุบัน พื้นที่ภายในกำแพงเป็นพื้นที่อนุรักษ์  ตัวเมืองน่านเป็นเมืองเล็กมีย่านพาณิชยกรรมอยู่ด้านบนของเมืองเก่า  และมีประเพณีที่สำคัญคือ งานแข่งเรือ ทำให้พื้นที่ริมแม่น้ำน่านมีความสำคัญมาก โดยจัดเป็นพื้นที่ชมงานแข่งเรือและพักผ่อน

Flood

Flood in northern part of Thailand normally stems of two reasons; inundating water from the riverbank and overflowing water from the mountainsides. Nan is no different. Influenced by monsoon season, tropical storm and low air pressure throughout the area, the province faces heavy rain for five months from May until September. Flooding caused by tropical storm also occasionally occurred. For example, Conson storm in 2010 and Haima storm in 2011 had caused the heavy flood damage to Nan.

Normally, heavy rainfall in the 6 northern districts is the fundamental cause of Nan’s flood. To prevent this problem, there needs to be the calculation indicating the rainfall amount along with each weather forecast. Statistics from the past confirmed that when the average rainfall is 75 m.m. in one day, the water level in Nan River will rise to approximately 9.50 meters. As a result, the water level at the river will be overflow, and the city will be in the imminent flooding risk.

น้ำท่วม

โดยทั่วไป อุทกภัยในภาคเหนือทั้งน้ำป่าไหลหลากและน้ำล้นตลิ่ง จะมีโอกาสเกิดขึ้นได้ในช่วงฤดูฝน ตั้งแต่เดือนพฤษภาคมถึงเดือนกันยายน เมื่อเกิดฝนตกหนักติดต่อกันเนื่องจากอิทธิพลของลมมรสุม พายุหมุนเขตร้อน และร่องความกดอากาศต่ำที่พาดผ่านภูมิภาคนี้ในช่วงเวลาดังกล่าว น่านเป็นเมืองที่เกิดน้ำท่วมบ่อยครั้งและรุนแรง เช่นในปี 2553 อิทธิพลของพายุ “โกนเซิน” (CONSON)   ในปี 2554 อิทธิพลของพายุ “ไหหม่า” (Haima) เป็นต้น

แม่น้ำน่านเป็นแม่น้ำสายหลัก ที่ไหลผ่านตัวเมืองน่าน มีต้นกำเนิดอยู่ที่ อำเภอบ่อเกลือ จังหวัดน่าน ความยาวลำน้ำจากต้นกำเนิดถึงตัวเมือง 205 กม. พื้นที่รับน้ำเหนือตัวเมือง 4,609 ตร.กม. ปริมาณฝนที่ตกในพื้นที่  6 อำเภอตอนบนต้นแม่น้ำน่าน นับเป็นสาเหตุเบื้องต้นของการเกิดน้ำท่วมในตัวเมืองน่าน การพยากรณ์และการเตือนภัยจึงต้องอาศัยการวิเคราะห์ข้อมูลน้ำฝนในพื้นที่ดังกล่าวมาประกอบ จากสถิติที่ผ่านมา เมื่อฝนเฉลี่ยของพื้นที่ 6 อำเภอต้นน้ำสูงถึง 75 มม. ใน 1 วัน หลังจากนั้นประมาณ 12 ชั่วโมง จะมีผลให้เกิดน้ำหลากในแม่น้ำน่านวัดระดับได้ที่ 9.50 เมตร ซึ่งระดับน้ำนี้จะส่งผลให้ระดับน้ำ ในตัวเมืองขึ้นถึงระดับวิกฤติที่น้ำเต็มฝั่งในอีก 6-7 ชั่วโมงต่อมา

NEW Nan

What will become the future for Nan city? How can the newly planned city be grown alongside with the present one? Has Nan an ability to become the green city? The following design proposes a strategy addressing the aforementioned issues:

น่านในอนาคตจะเป็นเช่นไร ? ทำอย่างไรในการป้องกันน้ำท่วม , เมืองที่เกิดขึ้นใหม่จะสามารถอยู่ร่วมกับเมืองเก่าได้อย่างไร  เมืองน่านสามารถเป็นเมืองที่ปราศจากมลภาวะ(GREEN CITY)ได้หรือไม่  แนวทาง (strategy)ที่จะนำเสนอในการพัฒนาน่านมีดังนี้

New Nan River

Typical flood in Nan has the duration of 3-4 days due to the ineffective river drainage system. Thus, the water management system is called for, to let the river water flow as fast as possible, to solve this problem. With this in mind, this project process to excavate the new 4,100 meters long water channel into land area on the east side of the Nan River. This new river channel will not only help draining water quickly, but also create a new island in the middle of the river. This new island may potentially be assigned to be used as the new residential area, recreation places that reinventing the new identity for Nan’s riverfront.

การขุดแม่น้ำน่านส่วนใหม่เพิ่มเติม

น้ำท่วมที่เมืองน่านจะเกิดขึ้นอย่างรวดเร็วแต่ไม่กินเวลานานนักอาจจะเกิดเพียง 3-4 วันเท่านั้น สาเหตุหลักที่สำคัญส่วนหนึ่งเกิดจากการที่ไม่สามารถระบายน้ำได้ทัน สิ่งที่จะช่วยแก้ไขได้ก็คือการทำให้น้ำไหลผ่านอย่างรวดเร็วที่สุด  ด้วยการขุดแม่น้ำเพิ่มทางด้านขวาของตัวเมืองจากเหนือลงใต้ความยาวประมาณ  4,100 เมตร จะสามารถทำให้น้ำสามารถไหลผ่านตัวเมืองได้มากและรวดเร็วยิ่งขึ้น  ซึ่งแม่น้ำแห่งใหม่นี้จะทำให้เกิดพื้นที่น้ำล้อมรอบทางด้านขวาของเมืองน่าน จนเกิดเป็นเกาะขึ้น  ซึ่งจะเป็นพื้นที่อยู่อาศัยและพักผ่อน แห่งใหม่ พื้นที่แห่งนี้ก็จะสร้างอัตลักษณ์ใหม่(new identity)ให้กับเมืองน่านอีกด้วย

Nan water front

As the new riverfront for Nan, the island should be on the high ground and acts as a giant flood protection wall which the height is about 4.5 meter above water level while at the same time it could accommodate the need for city’s future expansion.

พื้นที่ริมแม่น้ำน่าน

พื้นที่ริมแม่น้ำน่านเป็นพื้นที่มีความสำคัญเป็นแหล่งพักผ่อนของเมืองและกิจกรรมอื่นๆเช่นการแข่งเรือ ดังนั้นพื้นที่ริมน้ำจะถูกเพิ่มมากขึ้นโดยจะอยู่ตามริมแม่น้ำน่านตลอดเมืองและอยู่แนวเกาะน่านซึ่งเกิดจากการขุดแม่น้ำใหม่ พื้นที่นี้จะถูกปรับปรุงให้มีความสามารถในการรองรับ ประชากรและกิจกรรมที่หลากหลายมากขึ้น และยิ่งกว่านั้นมันได้ถูกปรับให้มีความสูงเพิ่มขึ้นเพื่อเป็นเสมือนกำแพงที่คอยกันน้ำท่วมที่ไหลมาอย่างรวดเร็วจากแม่น้ำน่านโดนมีความสูงประมาณ 4.5 เมตร จากระดับน้ำสูงสุดที่ยังไม่ท่วมเข้าตัวเมืองที่อยู่ทางด้านซ้ายของแม่น้ำน่าน

Various new programs for land utilizations for this new land may be created including parks or museums (for example museum of traditional boat racing). The preservation area within the old city could be connected to this new island both physically and strategically.

การขยายตัว

ตัวเมืองน่านก็เป็นเหมือนตัวเมืองส่วนใหญ่ทั่วไปริมแม่น้ำที่มีการเจริญเติบโตส่วนใหญ่อยู่ด้านใดด้านหนึ่งของแม่น้ำ การขยายตัวของเมืองสมัยใหม่ต้องการพื้นที่มากขึ้น จึงต้องมีการขยายตัวออกจากขอบเขตเดิม การขยายตัวในผั่งตรงข้ามแม่น้ำไปยังเกาะน่านก็เป็นจุดที่น่าสนใจโดยเฉพาะตัวเมืองน่านเองซึ่งเป็นเมืองเก่าแก่และเป็นพื้นที่อนุรักษ์ จึงยากที่จะมีการขยายตัวอยู่โดยรอบพื้นที่อนุรักษ์  โดยพื้นที่ใหม่นี้จะสามารถที่อยู่อาศัยและเพิ่ม program ใหม่ๆที่น่าสนใจลงไปได้ เช่น สวน พิพิธภัณฑ์เรือแข่งน่าน เป็นต้น

Green City

For the sustainability purpose, only bicycles should be permitted in both areas. The 3,500 meters-long bicycle track, parallels to the former main road, may be provided to serve as a main transportation loop for this area. Alternative energy sources such as wind turbine should be the choice for this city. With the implementation of these strategies, Nan will undoubtedly become more sustainable and attractive city.

เมืองสีเขียว

ในส่วนเมืองเก่าน่านซึ่งเป็นพื้นที่อนุรักษ์จะกันเป็นส่วนที่ไม่ใช้รถยนต์โดยให้ใช้แต่รถจักรยานเท่านั้น และก็จะเชื่อมกับเกาะน่านแห่งใหม่ ซึ่งมีจะสร้าง LOOP ของการเดินทางด้วยจักรยานขนานไปกับเส้นทางเดินของคนจากเมืองเก่าเชื่อมไปยังส่วนใหม่โดยมีความยาวประมาณ 3,500 เมตร โดยตลอดเส้นทางจะมีการใช้พลังงานทางเลือกต่างๆเช่นกังหันลมเพื่อปั่นพลังงานไฟฟ้าเป็นต้น ซึ่งจะทำให้เมืองน่านมีความยั่งยืนและคงความเป็นเมืองที่น่าอยู่ต่อไป
